Whether you are an indigene of a village

Your Village Head and your Council

The Portal records and enforces the process; it does not decide indigeneship. That remains with your Village Head and your Local Government Council, and the Ministry cannot overturn it.

The Council and the Ministry, together

No officer may collect cash at any stage. Report it from your dashboard — the report reaches the Secretary and the Ministry at the same time — or write to the Ministry directly using the address below.

Your Local Government Secretariat

For anything in person

Every one of the 31 Secretariats can complete an application with you at the desk, take your photograph, and hand you your printed certificate. You do not need an appointment.

Bring with you: your Village Head's signed letter, your NIN slip or card, and — if you are collecting — your reference number and an ID showing your NIN.

Data protection

Personal data collected through this Portal is processed for the sole purpose of considering and issuing a Certificate of Origin, and is handled in accordance with the Nigeria Data Protection Act. Officers may access only applications assigned to them or within their own Local Government Area, and every access is logged. Identity data obtained during verification is used to verify you and to print your certificate, and is not disclosed to any third party except as required by law. The public verification page and the Verification API disclose only the minimum needed to confirm that a certificate is genuine.
